March 30, 2009, Washington D.C. - In a Goverment Health IT article on Sen. Jay Rockefeller's ARRA ammendment to compare the total cost of ownership of open source and proprietary health IT systems, Kiki Nocella, chief executive officer of Believe Health, a health consulting firm, cited her work with the East Kern County Integrated Technology Association (EKCITA) rural regional health information organization in Tehachapi, California. EKCITA took the open-source route featuring Browsersoft Inc's OpenHRE™ software.
